Job Description

The United Nations is recruiting a Cybercrime Investigation Specialist (Consultant) under the United Nations Office on Drugs and Crime (UNODC). The role focuses on strengthening Nigeria’s capacity to combat cybercrime through technical support, mentoring, and training of law enforcement agencies.

The consultant will work closely with national stakeholders and support the implementation of recommendations from the Nigeria Cybercrime Assessment Report.

Key Responsibilities:

  • Develop and submit an inception report outlining methodology and work plan
  • Provide expert mentoring to law enforcement agencies on cybercrime investigations
  • Design and deliver training on:
    • Ransomware
    • Open-Source Intelligence (OSINT)
    • Dark web investigations
    • Cryptocurrency-related crimes
  • Evaluate training effectiveness using pre- and post-assessments
  • Prepare and submit a comprehensive final report with findings and recommendations
  • Collaborate with UNODC and national partners throughout the project lifecycle

Qualifications & Requirements

Educational Qualifications:

  • Advanced degree (Master’s or equivalent) in:
    • Criminal Justice
    • Cybersecurity
    • Artificial Intelligence
  • OR a first degree with additional relevant experience
  • Certifications in digital forensics, AI, OSINT, or related fields are an added advantage

Experience:

  • Minimum of 5 years experience in cybercrime investigation
  • At least 5 years handling transnational cybercrime cases
  • Experience delivering training to law enforcement personnel
  • Experience developing training materials and technical reports
  • Prior experience with the UN or international organizations is an advantage
