About the Provider
Niger Delta Development Commission (NDDC) is a Nigerian government agency established to facilitate the rapid and sustainable development of the Niger Delta region. The commission invests in infrastructure, human capital development, and economic empowerment programmes.
As part of its human capacity development initiatives, the NDDC offers foreign postgraduate scholarships to qualified Niger Delta indigenes to pursue advanced studies in selected professional disciplines at accredited overseas universities.
The NDDC Foreign Postgraduate Scholarship Programme aims to strengthen human resource development in the Niger Delta by equipping young professionals with advanced education and global exposure.
The programme supports Master’s degree studies abroad in fields that align with Nigeria’s local content development goals and strategic sectors.
Successful applicants will gain specialized training to compete globally and contribute to the development of the Niger Delta and Nigeria

Applicants can apply for postgraduate studies in the following disciplines:
- Agricultural Sciences / Biotechnology
- Engineering
- Environmental Sciences
- Geosciences
- Information Technology / Artificial Intelligence
- Medical Sciences
- Architecture / Building Technology
- Law
Eligibility Requirements
To qualify for the scholarship, applicants must:
- Be indigenes of the Niger Delta region.
- Possess a First Class or Second Class Upper Division Bachelor’s degree from a recognized university.
- Be below 40 years of age at the time of application.
- Have gained admission into a recognized overseas university for a Master’s programme.
- Possess NYSC discharge or exemption certificate.
Scholarship Benefits
The scholarship covers financial support for postgraduate study abroad. The scholarship amount is determined based on the prevailing exchange rate of the Nigerian Naira.
Required Documents
Applicants must upload the following documents during the online application:
- Recent passport photograph
- Local Government Identification Letter
- Postgraduate admission letter from a recognized foreign university
- Copies of relevant academic degrees
- NYSC discharge or exemption certificate
Selection Process
The scholarship selection process involves several stages:
- Online Application: Candidates must submit their applications through the NDDC website.
- Preliminary Shortlisting: Based on academic qualifications, WASSCE/NECO results, and local government identification.
- Computer-Based Test (CBT): Shortlisted applicants will take a CBT conducted in Rivers State.
- Minimum Test Score: Candidates must score at least 70% to proceed to the next stage.
- Further Shortlisting: Successful candidates will move to the next phase of evaluation.
- Final Verification: Conducted through the candidate’s Local Government Area (LGA) and Community Development Committee (CDC)
- Preference may be given to applicants from oil-producing host communities, provided they meet the required cut-off score.
