Job Description
Nestoil Plc is recruiting a Community Liaison Officer (CLO) to serve as the primary link between the company and host communities where project activities take place. The role focuses on maintaining strong relationships with community stakeholders, addressing concerns, and ensuring smooth project execution.
The CLO will facilitate communication between community leaders and the project team, manage stakeholder engagement, and support conflict prevention efforts. This position plays a critical role in securing the company’s Freedom to Operate (FTO) by ensuring that community relations are properly managed and aligned with project objectives.
Key Responsibilities
Community Engagement and Relationship Management
- Serve as the main representative of the company in interactions with community leaders, youth groups, women’s associations, and other stakeholders.
- Organize and document town hall meetings, sensitization programmes, and awareness campaigns related to project activities.
- Communicate community concerns and feedback to management and track resolution efforts.
Stakeholder Mapping and Intelligence Gathering
- Identify influential community stakeholders and monitor local socio-political dynamics.
- Provide insights on community expectations and possible risks affecting project operations.
Conflict Resolution and Crisis Management
- Mediate disputes involving community members, contractors, or project teams.
- Provide early warning on potential conflicts and assist in negotiating solutions.
Local Content and Employment Compliance
- Support the implementation of community employment commitments and local vendor participation.
- Verify and document community hires and subcontractors involved in project activities.
Documentation and Reporting
- Maintain records of community engagements, agreements, grievances, and resolutions.
- Prepare periodic community relations and risk management reports.
Project Support
- Facilitate project access to host communities and ensure alignment with community agreements.
- Collaborate with logistics and security teams to ensure smooth and safe project operations.
Qualifications & Requirements
- Bachelor’s degree in Social Sciences, Political Science, Community Development, Public Relations, or a related discipline.
- 5–10 years of experience in community relations, particularly within oil and gas or infrastructure projects.
- Strong knowledge of host community dynamics in the Niger Delta region, especially in sensitive operational environments such as swamp terrain or brownfield projects.
- Experience working with Master Service Agreements (MSA) or Field Management Agreements (FMA).
- Excellent negotiation, communication, and conflict resolution skills.
- Strong documentation, reporting, and administrative abilities.
- Ability to remain calm and impartial in high-pressure situations.
- Proficiency in English; knowledge of local dialects is an added advantage.
