Job Description

NestOil Plc is seeking an experienced Community Liaison Officer (CLO) to serve as the primary link between project teams and host communities. The role is critical in ensuring effective stakeholder engagement, conflict prevention, and sustained community trust to support uninterrupted project execution and “Freedom to Operate (FTO).”

The CLO will play a key role in sensitive operational environments such as swamp terrains and brownfield assets (e.g., OML 42), ensuring community alignment with project goals and contractual obligations under MSAs or FMAs.

Key Responsibilities

Community Engagement & Relationship Management

  • Represent the company in daily interactions with host communities, traditional rulers, youth leaders, women groups, and other stakeholders.
  • Organize and document town hall meetings, sensitization programmes, and community awareness sessions.
  • Maintain open communication channels to proactively manage community concerns and expectations.
  • Escalate community feedback and grievances to management and track resolutions.

Stakeholder Mapping & Intelligence

  • Identify key influencers, gatekeepers, and community power structures.
  • Monitor socio-political trends, sentiments, and risks that may affect project execution.
  • Provide intelligence reports and mitigation recommendations to project teams.

Conflict Resolution & Crisis Management

  • Mediate disputes related to employment, contracts, or environmental concerns.
  • Provide early warning signals on potential conflicts and support rapid response actions.
  • Support negotiations of peace accords and grievance resolutions.

Local Content & Employment Compliance

  • Ensure compliance with MoUs, GMOU provisions, and local employment expectations.
  • Verify and document community hires and local contractors.
  • Work closely with HR, SCM, and project teams to meet agreed quotas.

Documentation & Reporting

  • Maintain detailed records of engagements, agreements, grievances, and resolutions.
  • Prepare weekly and monthly community affairs reports and risk registers.
  • Support audits and compliance reviews related to community relations.

Project Support & Freedom to Operate (FTO)

  • Facilitate access and safe movement within host communities.
  • Coordinate with security and logistics teams to minimize disruptions.
  • Support issuance of FTO memos confirming community readiness for operations.

Qualifications & Requirements

  • Bachelor’s degree in Social Sciences, Political Science, Community Development, Public Relations, or a related field.
  • 5–10 years experience in community relations, preferably in oil & gas or infrastructure projects within the Niger Delta.
  • Strong understanding of host community dynamics, particularly in swamp and brownfield environments (e.g., OML 42).
  • Experience working under Master Service Agreements (MSA) or Field Management Agreements (FMA).
